About Jammu & Kashmir SAPCC

SAPCC Overview

J&K's SAPCC v1.0 was prepared by the then-state of Jammu & Kashmir (pre-UT). Apex governance per PDF p.323 runs through a Governing Council headed by the Chief Minister, an Executive Council headed by the Chief Secretary, and an Expert Committee under the Director, Department of Environment & Remote Sensing. The plan covers 11 missions — Sustainable Energy; Enhanced Energy Efficiency; Sustainable Habitat; Green India; Water; Sustainable Agriculture; Disaster Management; Tourism; Health; Himalayan Mission; Strategic Knowledge — with 235 total actions (125 high-priority). GIZ supported preparation through CTRAN.
