What is SAPCC?
State Action Plans on Climate Change (SAPCCs) are state-specific climate strategy documents that translate NAPCC's national goals into localised actions. They serve as the primary bridge between national climate policy and ground-level implementation, addressing each state's unique vulnerabilities, priorities, and socio-economic conditions.
First initiated in 2009, the SAPCC framework has evolved through multiple revision cycles. As of 2025, all 28 states and most union territories have prepared their SAPCCs, with several states now on their second or third revision.
